The Center was founded in July 2005 with the aim of raising the level of knowledge and awareness of social and humanitarian problems and developments.

The ECNSI’s activities are:
- Encouraging and developing advanced systems research and eductaion in informatics, cybernetics and science in general
- Organising workshops wit the aim to encourage and improve systems research and education in informatics and cybernetics . Publishing books and magazines related to its field of activity.
- Collaboration with other Croatian and international organisations and institutions in all of the mentioned activities, and especially on joint projects of gathering knowledge on social developments
- Collaboration with IIAS http://www.iias.edu/ (Institute of Information and Advanced Studies of Winsdor Canada) and conducting joint activities
